Telecom Software Development for Carriers and CPaaS
PilotLab provides telecom software development for carriers, MVNOs, ISPs and communications platform companies. We build OSS/BSS systems, billing engines, provisioning workflows and APIs that handle high volumes reliably.

What Telecom Software Development Involves Today
Telecom operators and communications platforms process enormous volumes of events: calls, messages, sessions and usage records that all need to be rated, billed and reconciled. Telecom software development combines that scale with complex product catalogs, provisioning across network systems and strict regulatory obligations around customer data and number management. Downtime or billing errors show up immediately as churn, credits and support calls, so reliability is a product feature.
Our API and platform engineering team builds the integration layers that connect BSS functions such as ordering and billing with OSS functions such as inventory and activation. We design for throughput with performance optimization and the techniques in our guide to API rate limiting strategies. The goal is to let product teams launch new plans and bundles without waiting on months of changes in legacy systems.
We also run telecom data services ourselves. PilotLookup, our US phone validation and carrier lookup API, gives us hands-on experience with number data, carrier identification and line types. That experience informs how we build onboarding, fraud prevention and messaging compliance features for telecom and CPaaS clients. We understand how porting, line types and carrier changes affect deliverability, fraud and support costs in practice.
Telecom Software Challenges We Solve
Modernizing OSS/BSS stacks
Legacy billing and provisioning systems slow down new product launches. We build API layers and new services that let you modernize incrementally.
Usage rating and billing at scale
Millions of usage records must be mediated, rated and invoiced accurately. We build streaming pipelines and rating engines that handle volume and complex plans.
Number validation and fraud
Invalid numbers, porting and fraudulent sign-ups waste money and hurt deliverability. We add carrier lookup, line type checks and risk scoring to onboarding and messaging flows.
Messaging and calling compliance
Robocall rules, consent requirements and A2P registration add operational complexity. We build consent tracking, registration workflows and audit trails into the product.
Telecom Software Solutions We Build
We build systems for providers that need to launch products faster, bill accurately and serve customers digitally.
BSS: billing and customer management
Product catalogs, rating, invoicing, payments and customer self-service portals for consumer and business plans.
OSS: provisioning and inventory
Order orchestration, service activation, number inventory and network resource tracking with workflow automation.
CPaaS and communications APIs
Developer-facing APIs for messaging, voice and verification with usage metering, documentation and rate limiting.
Number validation and lookup
Phone validation, carrier and line type lookup and reachability checks integrated into sign-up, messaging and fraud workflows.
Network and service analytics
Dashboards for usage, churn, network performance and revenue built on large-scale event data.
Field service and installation apps
Scheduling, dispatch and mobile apps for technicians handling installs, repairs and site surveys.
Telecom Regulations Our Software Supports
PilotLab builds software that supports the regulatory requirements communications providers face. Your regulatory and legal teams own compliance; we implement the controls and records.
CPNI rules (FCC)
Software must protect customer proprietary network information with authentication, access controls, breach notification support and usage records.
TCPA and consent requirements
Messaging and calling platforms need to capture, store and honor consent and opt-outs for marketing communications.
STIR/SHAKEN
Voice providers must support call authentication and attestation to help combat illegally spoofed robocalls.
CALEA
Covered providers need systems that can support lawful intercept obligations while protecting subscriber privacy.
10DLC and A2P messaging registration
Business messaging platforms need brand and campaign registration workflows and content controls to maintain deliverability.

Telecommunications Software: Frequently Asked Questions
What is the difference between OSS and BSS?
Operations support systems (OSS) manage the network side: inventory, provisioning, activation, monitoring and fault management. Business support systems (BSS) manage the customer side: product catalogs, ordering, billing, payments and customer care. Modern telecom software connects both through APIs, so an order placed in BSS automatically activates services in OSS and starts billing correctly.
Can you modernize our billing system without a big-bang replacement?
Yes. We usually wrap the existing system with APIs, move new products or customer segments to new services, and migrate the rest in phases. Parallel billing runs compare results before cutover. This approach reduces risk compared with full replacement and lets you launch new plans and digital experiences sooner.
How does phone number validation reduce fraud and costs?
Validating numbers at sign-up catches typos, disconnected numbers and risky line types such as some VoIP numbers before you send verification codes or messages. Carrier lookup also improves routing and deliverability. Our own PilotLookup API provides US phone validation and carrier lookup, and we integrate validation like this into onboarding and messaging workflows for clients.
Can your systems handle telecom-scale data volumes?
Yes. We design event pipelines with streaming platforms, partitioned storage and horizontally scalable services, and we load test against peak usage before launch. Rating and billing jobs are built to be idempotent, so they can be retried safely. Monitoring and alerting track lag and errors so issues are caught before they affect invoices.
Do you build CPaaS or communications APIs?
Yes. We build developer-facing APIs for messaging, voice and verification, including authentication, usage metering, rate limiting, webhooks and developer documentation. We also build the internal tooling around them: billing, customer dashboards, carrier integrations and compliance workflows such as 10DLC registration and opt-out handling.
